There is little doubt that (Generative) AI will have an impact on almost every aspect of our business and personal lives. However, we are at an interesting juncture: models are becoming ever more powerful, with prototypes showing ever greater promise, but there remain significant challenges when it comes to the reality of putting this technology into practice. How do we take these astonishing experiments and turn them into something safe and reliable that can ultimately be trusted in the wild? Financial services has a long history with AI and machine learning. However, its place within the industry is shifting. It is no longer the exclusive tool of Data Scientists. Rather it is a tool we are placing in the hands of our engineers, product owners, and, if we are to maximise the benefits, we should be putting it in everyone's hands. But to do-so safely, we need to educate people regarding the strengths and weaknesses, the risks and opportunities this technology presents. Within FINOS, we are forming an AI readiness group that tackles some of these challenges. This talk will take a deep dive, exploring the changes we need to make as AI rapidly becomes a standard tool in our armoury

Tazama is a recently launched project in the Linux Foundation. Tazama offers open source real-time transaction monitoring software for fraud and money-laundering detection. Our presentation introduces the product and its origin story, from its ideation as one of the Bill & Melinda Gates Foundation's Level One principles, to its MVP launch in April 2022 and ultimately its integration into the Linux Foundation. We will provide an overview of our mission, specifically to enable financial inclusion by promoting trust in digital financial ecosystems. We will also provide insight into our adjacent work in establishing a standards body that will collect and publish standards for reporting, sharing and actioning information on Financial Crime. Finally we will present the product itself to give the audience an overview of the features, capabilities and context within their own ecosystems.

Diversity is a cornerstone of innovation, driving better outcomes in technology and innovation. Despite the known benefits, gender diversity and equity continue to pose challenges in software development in financial services and beyond. Open Source is a crucial space for addressing algorithmic fairness, and FSIs have an outsized influence on society, so focusing on this sector is set to be game-changing.
As the Open Source Foundation for Fintech and part of the Linux Foundation, FINOS has a strategic DEI initiative focused on how financial services & open source communities can best adapt to tackle these issues. Since launching in 2022, the DEI SIG has achieved strong momentum, increasing awareness and the participation of underrepresented groups at our annual & community events. For 2024, we have set further goals to create expanded SIG leadership and contributor opportunities, prioritize plans to develop, advance, and retain diverse talent, and ensure that FINOS projects and software development are inclusive and diverse.
Our panel will explore strategies and actions to foster meaningful participation, create inclusive environments, and address the biases that having non-diverse teams and skewed data can unintentionally drive into software applications and AI models. Drawing on the best practices of our members and AI fairness/accessibility experts, FINOS will share best practices on tackling bias around new Gen AI models and software to avoid bias, drive inclusion and ensure conformance to regulation such as the ethical and responsibility standards set forth in the AI Act and beyond. Equally, we will draw on FINOS' forthcoming AI and DEI work, bringing together FSIs and tech players to ensure that trust, inclusion, and safety are at the heart of AI and software development and raising the bar towards a more equitable and inclusive future in tech.

The EU's Cyber Resilience Act (CRA) proposes stringent cybersecurity requirements for digital products, aiming to bolster security against cyberattacks. While it promises safer hardware and software, it also raises questions for Open Source contributors and organizations. Will they be liable for vulnerabilities in their code? Could this legislation stifle innovation or foster it? The final draft of the CRA removed the burdensome requirements on OSS contributors- a very near land mine for the OSS community. There is a strong desire in the FDC3 community to bring FDC3 to web browsers and several vendors with products, but there's a problem… FDC3 began as an initiative to "develop specific protocols and taxonomies" to advance the ability of desktop applications in financial workflows to interoperate in a plug-and-play fashion, without prior bi-lateral agreements", and has largely succeeded! However, there are assumptions baked into current versions of FDC3 (e.g. the presence of a desktop container that can inject code into web apps, that web apps don't navigate to different URLs and become different apps, that the Desktop Agent knows the config and identity of each app a priori. To bring FDC3 to Web browsers, securely and without firms and app developers having to coordinate on using the same vendor libs, rather than just the open-source FDC3 library, those assumptions need to be reevaluated and additions made to the FDC3 Standard. The 'FDC3 for Web Browsers Discussion group' has worked hard on those additions. This talk provides an overview of proposed changes to enable web apps that can run in any Desktop Agent, whether it was designed to run in a browser or a container.

In this talk, Jochen presents various OSS tools from NeMo LLM Framework that can be leveraged on an accelerated computing platform for building scaling, enterprise-ready (Financial) LLMs with outstanding performance, accuracy, stability and guardrailed trustworthiness. Initial step is to select one of the best community-build LLMs like Llama, Falcon, Mixtral or Nemotron. Next steps is to use tools for model customization, retrieval augmented generation, and guardrailing. Deploy Your AI/ML Model to the Cloud Using Open Source Software - Florenz Hollebrandse, J.P. Morgan Chase & Co.
Large financial institutions typically deploy their IT services across a number of private and public cloud providers. This asks for a platform-agnostic design of software applications to minimize the amount of rework required to migrate services between platforms. This applies to AI/ML models deployed for inference as much as any other software. In this presentation, we present an innovative framework ("inference-server") to streamline the deployment of an AI/ML model to the cloud. The framework is published by J.P. Morgan Chase at https://github.com/jpmorganchase/inference-server The framework abstracts the cloud infrastructure and connectivity aspects through a simple plugin system. This requires an ML software engineer to define an ML model as 2 functions only: 1) to load the model in memory and 2) to invoke that loaded model for a given set of input features. These 2 functions are then added to a Docker container image along the inference-server framework. This approach leads to a very modular design where an AI/ML model can be trivially tested in a development environment. If required the model could be deployed and accessed from any cloud computing platform.

This talk highlights the latest regulatory requirements for OSS management in the financial sector, emphasises the importance of implementation and introduces guidelines, with a focus on ISO 18974. Security incidents over the past years have shown the consequences of vulnerabilities within the OSS ecosystem and painfully exposed that many organisations are still not adequately managing the security of OSS. In this regard, financial institutions are exposed to a high risk, as they are not only part of the critical infrastructure but also of a complex supply chain within the interbank market. Regulators react to the increasing cyber security risks, e.g. by the "US Executive Order on Improving the Nation's Cybersecurity" and EU "Cyber Resilience Act (CRA)" and the "Digital Operational Resilience Act (DORA)". Organisations are now facing the challenge to implement measures for OSS security management to mitigate those risks, but also to fulfil legal requirements, avoid penalties and meet their customers' demands for transparency. ISO 18974 provides valuable guidance on the measures to be taken and thereby increase security within the software supply chain.

The Compliance Framework is an open source project Container Solutions has started that seeks to both automate and improve real-time visibility of an organisation's audit and compliance position. Building on open standards such as OSCAL and Common Cloud Controls (CCC), we seek to leverage the help of the community to: - Reduce the toil of regular control audits - Enable compliance teams with real-time reporting and alerting on compliance status - Get organisations ready for DORA This project was borne out of frustration with the amount of unnecessary and repeated manual work still performed in controls and compliance audit, and the piecemeal and self-serving approaches of the many proprietary tools emerging in this space. It seeks to build on the open approaches of OSCAL and CCC standards out into practical implementation. This talk introduces the work completed so far, the architectural roadmap, and the people already involved. The longer term goal is to donate this work to the community, as Container Solutions has done with the Kubernetes Java SDK, and the External Secrets Operator. To this end this talk seeks to recruit others at FINOS and elsewhere to the cause.

Choosing between Open source vs proprietary for enterprise solutions has always been a battle of pros and cons of both the paradigms. Though open source promises to generally boost flexibility, agility and happens to be cost-effective as well, there are increased concerns around the trust worthiness of Open source components. Due to the nature of open source components, the surface area of potential attacks are also relatively high especially when these are employed by financial firms. These become hotspots for attackers to gain access to sensitive data. Thus, the problem statement reduces to a "supply chain" problem. This presentation provides an insight into exploitation methods employed by attackers specifically in the context of Open source components (with specific focus on Supply Chain attack), risk identification and mitigation strategies (Secure SDLC practices with focus on Supply chain security). A Silver Bullet for Software Engineering? - Paula Paul, Greyshore Associates
The essay "No Silver Bullet" was first published by Dr. Fredrick Brooks in 1986, and republished in the 25th anniversary edition of his seminal collection 'The Mythical Man Month'. The essay questioned whether it was possible to achieve tenfold improvement in software engineering productivity within ten years. This session offers insights on software engineering productivity from my own journey in computer programming, which began in 1976, leading to mainframe product development at IBM during the years Dr. Brooks first published his essay, then product engineering in ‘shrink wrap’ software and cloud native products, to current adventures in software engineering with Google’s Duet AI. As a mainframe programmer I spent my time very differently than I do today. Software estimation and productivity metrics have evolved, but are elusive and even controversial. We've come from a mythical man month to mythical '10x programmers'. Will AI bring us 10x improvement? With the help of Google's Duet AI, we will explore whether we’ve finally found the silver bullet.

UK FS firms reported a 3X increase in breaches to the ICO in 2023 than 2022; 80% of banks struggle with data protection and privacy; 60% of the banks reported serious operational failures in 2023 alone Firms have responded with large investment programmes and creation of CISO departments. However, our work with several FS firms to implement InfoSec requirements for ISO 27001, DORA, Cloud, Entitlements and Data Access Controls has highlighted significant opportunity to be efficient and strategic about this.   The average investment is £10-30m and changes needed at multiple levels i.e. infrastructure, technical, data, process & education.
